Nevada's Workforce Investment System
The Workforce Investment Act of 1998 provided the
framework for states to build workforce investment systems that would
vastly improve the delivery of employment services to the community.
The goal of the system is to provide workforce investment
activities through statewide and local workforce investment systems that increase the employment, retention, and earnings of participants,
and increase occupational skill attainment by participants. As a
result, the initiatives would improve the quality of the workforce, reduce welfare
dependency, and enhance the productivity and competitiveness of
Nevada.
Under the act, the Governor's Workforce Investment Board,
also known as the State Workforce Investment Board (SWIB) was
established. The mission of the Governor’s Workforce Investment Board is
to bring Nevada business and workers together to shape strategies that
best meet workforce needs in order to foster a healthy and growing
economy in the state.
To fulfill this mission,
Board members and staff work together to:
Promote a system of workforce development that responds to
the lifelong learning needs of Nevada’s workforce;
Advise the Governor and Legislature on workforce development
policy;
Encourage public/private partnerships and facilitate innovations
in workforce development policy and practices; and
Ensure a quality workforce system by evaluating results and
supporting high standards and continuous improvement.
Local Workforce
Investment Boards
The act also called for the establishment of local
workforce investment boards to set policy for the portion of the
statewide workforce investment system within local areas. Nevada has
two local workforce investment boards, the
Southern Nevada Workforce Investment
Board and the Northern Nevada Board, called
Nevadaworks.
These boards are responsible for
establishing One-Stop Employment Service locations, where job seekers
and employers can obtain services under one roof.
