Foreign Labor Certification Information: These programs assist employers who are unable to find suitable U.S. workers and want to hire foreign nationals for their openings. The certification process is jointly administered by the Department of Labor and the Employment Security Division. When granted, certification attests that the employment of a foreign national will not adversely affect the wages and working conditions of U.S. workers--and no qualified U.S. workers are available for the position.
